In Outlook, junk is considered spam, or unsolicited, bulk – and often unwanted – email. Phishing is designed to trick you into sharing personal information like usernames, passwords, basically anything that can be used to gain access to your identity and accounts. Select the email, then from then from the top menu click the Report drop-down arrow.
Choose Report junk or phishing.
Windows
Select the email, click the Report Message button.
Mark the email as Junk or Phishing.

Depending on the version of Outlook you're using, you may need to select the email, then from the top menu click the three dots (ellipsis), to reveal Report Message.
